Does God make bad people?

Last night after Charles was asleep but William was still awake, William came into my room and sat on the floor playing with a Darth Maul figure. He looked up at me and asked, "Does God make bad people?" I responded, "God makes everyone, and people choose to be good or bad. Just like was decide every day if we are going to be good or bad. We want to be good to make God happy."
